The Helsinki MoU was signed on August 15, 2005, mediated by former Finnish President Martti Ahtisaari. The agreement put an end to the nearly 30-year conflict between the Indonesian Government and the Free Aceh Movement (GAM).
Key provisions included broad autonomy, the creation of local political parties, human rights commissions, amnesty for former combatants, and demilitarization. The Law on the Governing of Aceh (UUPA) No. 11/2006 was enacted as the legal foundation for Aceh's special autonomy.
